The Direccion Nacional de Promocion (DNPROM) under the Ministry con edison of Energy (SENER) is responsible for designing programs and actions that lead to the development of renewable energy initiatives (through Renewable Energy Coordination) and energy efficiency (through Energy Efficiency Coordination). In addition, the Secretary of Environment and Sustainable Development (SEMARNAT) is responsible for setting environmental policies and preserve non-renewable and renewable resources .
The most important legal instruments for the promotion of renewable energy are the 1998 Law 25019 and Law 26190 of 2007. The 1998 law, known as the "national system of wind and solar power," declared of national interest wind and solar energy, and introduced a mechanism to set up an additional payment per kWh generated, which in 1998 meant a 40 over the market price. It also established certain tax exemptions for a period of 15 years from the enactment of the law.
